Fall Breaks Ankle

I was walking at night and then I fell in a hole that was in the sidewalk, I broke my ankle and I have surgery, I was in the hospital for one week in this case to who I have to demand the house's owner or the town and also I don't have health insurance to pay the hospital bills and have therapy, how to cover this bills.
