My mother was bitten by our neighbors dog, who's kept locked in their basement all day long. It's a minor bite, a few scratches visible and I'd like to know if that would be sufficient to speculate on a potential case against my neighbors. They brought out the dog in their drunken state and trying to threaten us. Please reply back as to whether or not we may be able to pursue a case. Thank you very much for your time.
